P59 Bridge Project and Detour.
They will be closing P59 Monday, May 17th at 7:00am. It will remain closed for
approximately 70 days.
This will cause difficulties in getting to the Gypsum City OHV Park near Fort
Dodge, IA. The best way to get to the park is by heading south on P59 off Old
Highway 20 (Racing Unlimited corner). There will be no access from the south on
P59 off the Highway 20 bypass.

Representative Steve King (R-IA 5th) is hosting
a town hall meeting in Sioux City and wants to hear from you. If you want to
help protect youth riding, this is an opportunity you don't want to miss. Your
Representative King is currently not a cosponsor of H.R. 1587, a bill that
would exempt youth-sized motorcycles and ATVs from the Consumer Product Safety
Improvement Act (CPSIA) of 2008.
The riding community needs to let Representative King know that we are
concerned about this law, and that we want youth-model motorcycles and ATVs
excluded from the CPSIA. Our youth riders need your help to let our lawmakers
know how we feel.

Nebraska Off Highway Vehicle Association
Looks like UTVs will be allowed on Nebraska streets, roads and highways if
LB-650 advances. Read more.....
After considerable debate at the NOHVA Annual Meeting held January 25th in
North Platte, it was voted to allow UTVs into the NOHVA organization along with
ATVs and dirtbikes. The vote would have been unanimous if any UTV users would
have attended the meeting. Each chapter will decide if recreational UTV use
will be allowed under their management. NOHVA will back the decisions of land
owners and land managers concerning UTV access to riding areas and trails, and
will support the decisions of the land owners and land mangers concerning what
sizes of UTVs will be allowed on trails and OHV parks.

For the second year in a row, the Tri-State OHV
Club has won 1st prize in the decoration contest at the Downtown for the
Holidays Parade. The club received $250 for their efforts and everyone deserves
a pat on the back for all the hard work put into decorating the machines. The club
would also like to extend a special thank you to Chad and Tanya Jensen for all
the work they put into decorating the pulling sled and getting it ready for the

Nebraska National Forest has published their Draft Environmental Impact
Statement (DEIS) for travel management. This effects, most notably for us, the
Farmingdale, SD (Railroad Buttes) riding area. But other areas are very
important for us as well. We need to take a good look at the alternatives and
realize the impact of what is being proposed, and we need your help!
Step One: Read through the DEIS and look at the maps.
Step Two: Contact us with your concerns!
We have started a committee to help us develop our comment for the DEIS. If you

Center News on June 24th, following the Progressive Agriculture Safety Day in
Sioux Center, IA. Club members and Iowa DNR ATV Education Safety Instructors
Darren Clayton and Tanya Jensen attended this event.

Last Thursday, the Sioux County Fairgrounds in Sioux Center was the site of the
“Progressive Farmer” Farm Safety Day Camp. A total of 98 kids participated in
the activities, learning at various safety workshops about choking, electrical
safety, skidloader and PTO (power take off) safety, and farm hazards.
According to Miranda Vander Ploeg, the purpose of the day camp was to educate
kids about safety hazards present on a farm place and to teach them how to avoid
and respond to dangerous situations. Vander Ploeg is a nurse in the Sioux
Center Community Hospital’s occupational health department.
Kids ages nine to 13 came to Sioux Center from towns throughout Northwest Iowa.
The weather for the day was pleasant following early-morning rain on Thursday.
“It could not have been a nicer day,” Vander Ploeg said.
There were nine different stations for the participants, who were divided up
into 10 different groups and rotated from station to station.
Volunteers and high school students from the Sioux Center FFA helped lead the
students from station to station and helped provide leadership.
“It was a very successful day,” Vander Ploeg said. “The kids always seem to
enjoy the day. Kids who are around farm equipment need to learn to be safe in a
farming environment.”
The overall goal is to help the kids understand that the machinery they use and
work around can be dangerous and what techniques to use to avoid putting
themselves in dangerous situations, according to Vander Ploeg.
One of the new stations this year was an ATV (all terrain vehicle) safety
station. Personnel from the Iowa DNR taught participants the importance of
proper equipment and safety procedures for operating ATVs.
Another important station is PTO/skid loader safety. It’s an every-year
station, but one that attracts interest because of the very real training.
Station leaders Mike Schouten and Jack Soodsma show how clothing can get caught
in PTO shafts and also the dangers of skid loaders. Dummies were used and when
the equipment was turned on, it clearly showed the dangers that are present
when a person gets too close or makes poor decisions.
The day camp closed with an address by Iowa State Patrol Trooper Vince Kurtz.
Kurtz talked to the participants about the importance of seat belts using
photos, statistics and even drawings to show the danger of not wearing seat
belts. He also talked about bike and moped safety and wearing helmets.
Vander Ploeg noted that not only is the information helpful for kids who live
and help out on farms, but also for students who live in town. The event taught
about farm safety, but also safety in general.
“We want to teach kids to be safe, to think about the environment around them
and simply to be aware,” she said.

Tri-State OHV Club members and Iowa DNR ATV
Education Safety Instructors Darren Clayton and Tanya Jensen traveled to Sioux
Center, IA today to participate in the Progressive Agriculture Safety Day.
Darren and Tanya were able to cover some ATV safety and regulations with the
4-H students. About 130 kids were taught about safety gear and making good
decisons while riding, during 10 fifteen minute sessions. The kids were
informed of the regulations regarding Iowa OHV parks and the certifications
required for anyone ages 12 - 17. They were given ATV regulation booklets and
other safety information. The kids enjoyed learning about ATV safety and the
laws regarding their use, and we hope to be able to participate in next year's
event!

The Tri-State OHV Club certified another 8 kids
to ride in the 8 DNR-designated OHV parks in Iowa. Four volunteer DNR Certified
ATV Instructors from the club offered the class today. This class and
certification are required to satisfy the statutory requirement for riders 12 -
17 years of age to have taken an ATV education course approved by the Iowa
Department of Natural Resources in order to ride in the Iowa DNR-designated OHV
parks. Having this education certificate also allows these riders to meet
similar requirements by surrounding states. The Tri-State OHV Club would also
like to thank DNR Officer Stacey Sisco for taking time out of her day to talk

NOHVCC HELPS RIDERS PROTECT TRAILS WITH
WEB-BASED WORKSHOPS AND VIDEOS:
With help from Yamaha Motor Corp., U.S.A., the National Off-Highway Vehicle
Conservation Council (NOHVCC) will be conducting interactive web based
workshops, or webinars, for OHV riders and anyone interested in OHV land use
beginning in mid-June. The workshops are designed to give riders the skills
they’ll need to keep trails open in their areas. The sessions will be 2 -3 hours
long and will be conducted by the same OHV management experts who conduct the
on-site NOHVCC workshops.
There are four separate modules that will be presented at various times to
accommodate people’s busy schedules:
· The first session, Understanding Planning Processes, will help people
understand the processes required for land planning, particularly on Forest
Service Lands, how the process has changes since November, 2005, and how we
reached this point.
· The second session, Getting Involved – Saving Your Trails, will help riders
understand how to be effective in their efforts to influence the decisions that
will determine where they can ride.
· Sessions three and four, Planning OHV Trails – Part 1 and Planning OHV Trails
– Part 2, will help riders and land managers understand how to plan, design,
manage, and maintain trail systems that meet riders’ needs by providing high
quality and adequate quantities of trails that riders will want to stay on, not
trails that they have to stay on.
In addition to the interactive webinars, NOHVCC will be offering 14 video
workshop sessions as podcasts. The videos cover the same topics as the webinars
without the interactive elements. Riders or groups who can’t participate in the
webinars or workshops now have access to the knowledge they need to protect
their riding opportunities. The videos can be watched as streaming videos at
www.nohvcc.org or NOHVCC can mail you a DVD with all sessions on one disc.
Russ Ehnes, Executive Director of the NOHVCC said “In these tight economic
times we need to take advantage of technology to help riders get the
information they need. Last year we began developing the webinar and video
programs with financial support from the Motorcycle Industry Council and
Specialty Vehicle Institute of America. This year, we will be delivering the
webinars and videos with funding from the Yamaha OHV Access Initiative. This
program will help us reach thousands of OHV activists who otherwise wouldn’t
have a chance to take part in a NOHVCC workshop.”
The workshop modules were developed in cooperation with the American
Motorcyclist Association, BlueRibbon Coalition, Motorcycle industry Council,
Off-Road Business Association, Specialty Vehicle Institute of America, and
United Four Wheel Drive Associations.

The club gave its first Iowa Department of
Natural Resources ATV Education Course for kids ages 11 - 17 today. We had a
great group of kids and the class went very well. The club would also like to
thank DNR Officer Stacey Sisco for taking the time to talk to the kids and
explain Iowa ATV regulations. There is another class scheduled for July 11th,
so register now if you are interested in attending. Pre-registration is
required. Thanks again to the students, Stacey from the DNR and all of the
instructors that helped make this first class a success!

LEAD LAW: Ban puts brakes on youth motorbike
sales

effects on our sport.

Please take the time to write your Senators and Representatives and ask them to
repeal this legislation in regards to off-road machines. Republican Rep. Denny
Rehberg of Montana has introduced a bill in Congress that would exempt youth
dirt bikes and ATVs. Similar legislation in the Senate was introduced by
Montana Democrat Jon Tester. Ask your Senators and Representatives to support
this legislation or the future of our sport could be in jeopardy.

From the Nebraska Off Highway Vehicle
Association:
Sales of new or used Honda TRX 90, CRF 50F, CRF 70F, or CRF 80F models and
other makes and models of youth ATVs and dirtbikes will be banned after
February 10, 2009, because of concern about low levels of lead that MAY exist
in paint, engine casings, battery terminals, and tire valve stems. Accessories
for these machines could be banned as well.
The ban will have a negative impact upon retailers and an industry that is
already suffering from reduced sales as part of a slower economy. There is
concern that even those that currently own youth model ATVs and dirtbikes and
motorcycles of any brand or model may have a machine that could contain low
levels lead, and thus could prevent a private party from legally selling their
machines.
On August 14, 2008, Congress enacted the Consumer Product Safety Improvement
Act of 2008 (CPSIA or Act). The Act was primarily in reaction to the recent
influx of lead-tainted toys that resulted in numerous recalls and significant
public outcry for more stringent government standards.
The CPSIA requires manufacturers of "Children’s Products," defined as
those products designed or intended primarily for children 12 years of age or
younger, to meet increasingly stringent lead paint and lead content standards
and to certify, based on third party testing, that the products meet the Act’s
requirements. Products that fail to comply with the prescribed lead limits are
considered a "banned hazardous substance" and cannot be sold or
offered for sale.
If you are concerned about this issue, you may want to contact your Senator or
Congressman in WASHINGTON D.C. and tell them to support an amendment to the
Consumer Product Safety Improvement Act of 2008 or CPSIA that would ensure
youth ATVs, off-road motorcycles and ATV and off road accessories are exempted
from the act.

Snowmobile and All-Terrain Vehicle Registration Renewal Period open.
DES MOINES – The 2009 registration renewal period for Iowa owners of
snowmobiles and all-terrain vehicles (ATVs) began on Sept. 1. Registration
renewals have typically been completed by county recorders and while the
recorders will still be providing this function, owners may now renew
registrations at any vendor that sells Iowa hunting and fishing licenses. From
September 1 through December 31, 2008, snowmobile and ATV owners may renew
their vehicle registrations without penalty. Renewal fees for typical
non-expired registrations are $16.75. Individuals must renew their
registrations by December 31, 2008, to avoid a $5 penalty. Registering early
will help avoid long lines often seen later in the season when deer tag sales
typically peak. Individuals seeking to register a new snowmobile or ATV or
transfer ownership of a vehicle into their name must still complete those
transactions at their local county recorder’s office. When registering and
titling a machine, the DNR requests that individuals please bring the following
information with them: the Vehicle Identification Number (VIN) for the machine
and the make of the machine. It is also helpful to bring an Iowa DNR customer
number (found on any hunting or fishing license) or a driver’s license. This
information will be used to help build a customer record in the electronic
license system and will assist with reducing customer wait times. Owners of
off-road utility vehicles (ORVs) should be aware that their 2008 registrations
expire on December 31, 2008. Individuals may purchase 2009 ORV Registrations
beginning December 15, 2008. ORVs are commonly marketed under brand names such
as the “John Deere Gator” or “Kawasaki Mule.” ORVs must be registered if they
will be used for ice fishing or other approved uses on public grounds. Titling
of ORVs is optional. For more information please contact the IA DNR at
